GENEVA, Nov 22 (KUNA) -- A group of Algerians living abroad reppresenting the Algerian Committee in Europe presented on Thursday the Algerian President Abdel Aziz Bouteflika as a candidate for the 2008 Nobel Peace Prize. Committee members named the Algerian President for a number of reasons among them putting and end to the Ethiopia-Eritrea bloody conflict, and using his diplomatic skills in putting an end to a long war between Iraq and Iran. His most important contribution, the Committee said, was bringing peace and reconciliation to the people of Algeria and through awarding him the 2008 Nobel Peace Prize the Nobel Committee would be supporting and strengthening the peace process in Algeria. The Committee represented its campaign at the Swiss Press Club in Geneva and was represented by a number of Algerians abroad among them Dr. Abdellatif Bettayeb living in the United Kingdom, Gamal Benmabrouk from Switzerland, Tarek Chirouf from Geneva, Nacer Sefta from Hungary and an Algerian journalist from Algiers Mohamed Kerrouche.

تأسيس لجنة دولية لمساندة ترشيح بوتفليقة لجائزة نوبل للسلام

من أجل دعم ترشيح الرئيس بوتفليقة لنيل جائزة نوبل للسلام انعقدت، أول أمس، ندوة صحفــية بمقــر النادي السويسري للصحافة بجنـيف، حول موضــوع الإعلان الرسمــي عن مبادرة ترشــيح الرئيــس عبد العزيز بوتفليقـة لجائزة نوبل للسلام 2008 ..
وقد نشط الندوة أعضاء لجنة المبادرة الدكتور عبد اللطيف بالطيب من بريطانيا وطارق شيروف من سويسرا ومحمد‮ ‬قروش‮ ‬من‮ ‬الجزائر‮ ‬وصافطة‮ ‬عبد‮ ‬السلام‮ ‬من‮ ‬المجر،‮ ‬إضافة‮ ‬الى‮ ‬عدد‮ ‬من‮ ‬ممثلي‮ ‬الصحافة‮ ‬السويسرية‮ ‬والعربية‮ ‬والدولية،‮ ‬وكذا‮ ‬عدد‮ ‬من‮ ‬الشخصيات‮ ‬ورجال‮ ‬الأعمال‮ ‬والمثقفين‮.‬
وقد تم خلال الندوة استعراض أهم الخطوات التي قطعتها لجنة المبادرة من تشكيلها في الصيف الماضي الى اليوم، حيث تم التركيز على استقلالية هذه اللجنة ودوافعها المتمثلة في الدفاع عن السلم في الجزائر والعالم، قبل التطرق الى أسباب اختيار ترشيح الرئيس عبد العزيز بوتفليقة لنيل هذه الجائزة التي تمنحها مؤسسة نوبل لرجال السلام والشخصيات المؤثرة في العالم، حيث أكد الدكتور عبد اللطيف بالطيب على الدور الأساسي والفعال الذي قام به الرئيس بوتفليقة خلال الخمسين سنة الماضية في مشاركته في تحرير الجزائر من الاستعمار الفرنسي، وتوليه مناصب في الجزائر وإفريقيا والأمم المتحدة، قام خلالها بالدفاع عن مختلف القضايا السلمية العادلة ومساهمته في إيجاد حلول لكثير من بؤر التوتر في إفريقيا والعالم، وهو الدور -كما قال- الذي خوله أن يكون شخصية سياسية بارزة في مجال الدفاع عن حقوق الشعوب في العيش بكرامة وسلم وتعايش، كما ركز المتدخل على الدور الذي لعبه الرئيس بوتفليقة ومازال الى اليوم في إطار جهود إعادة السلم والأمن للجزائر والمصالحة بين الجزائريين من خلال ميثاق السلم والمصالحة الوطنية، وذكر في هذا المجال كيف استطاعت الجزائر أن تخرج من نفق العنف الى ساحة الأمن والسلم وإعادة الاخوة بين الجزائريين، وقال أن ذلك يكفيه أن يكون نموذجا كبيرا لدعاة السلام في العالم، ووجه الحاضرون خلال هذه الندوة رسائل شفوية للمجموعة الدولية ومنظماتها من أجل الاعتراف بالدور الذي تقوم به الجزائر والرئيس بوتفليقة لتحقيق السلام ومحاربة‮ ‬العنف‮ ‬في‮ ‬الجزائر‮ ‬والعالم،‮ ‬مذكرين‮ ‬بضرورة‮ ‬الاعتراف‮ ‬بهذا‮ ‬الدور،‮ ‬كما‮ ‬دعوا‮ ‬لجنة‮ ‬جائزة‮ ‬نوبل‮ ‬لإنصاف‮ ‬الجزائر‮ ‬من‮ ‬خلال‮ ‬منح‮ ‬هذه‮ ‬الجائزة‮ ‬للرئيس‮ ‬بوتفليقة‮.‬
وبعد فتح النقاش للحاضرين والصحفيين من أجل إبداء رأيهم، حيث تمحورت المداخلات والأسئلة حول مجالات متعددة تتعلق بميثاق المصالحة في الجزائر، وكذا حقوق الإنسان ومستقبل الإصلاحات التي قام بها الرئيس بوتفليقة في جميع المجالات من خلال برنامجه، وهي الأسئلة التي أجاب عنها منشطوا الندوة بكل وضوح محاوليين إبراز الجانب الإيجابي الذي وصلت إليه الجزائر منذ تولي الرئيس بوتفليقة سدة الحكم، وذلك رغم محاولة بعض الحاضرين تشويه ذلك، بالتركيز على بعض النقائص التي تبدو ضئيلة بالنظر الى ما تحقق من إنجازات حتى اليوم وإذا كانت هذه الندوة قد نجحت الى حد كبير في تصحيح بعض الحقائق، فإن هناك بعض العناصر التي حضرت الندوة في محاولة لإفشالها بالتركيز على تسوية صورة الجزائر والنبش في الماضي لتحقيق مصالح ضيقة تدعمها أطراف لا تريد مواجهة الواقع والاعتراف بالحقيقة التي أصبحت ظاهرة للجميع.
وفي ختام هذه الندوة، قام أعضاء هذه اللجنة المبادرة بالإعلان عن الخطوات التي تقوم بها من أجل دعم ترشيح الرئيس بوتفليقة لنيل جائزة نوبل للسلام ,2008 حيث أكدت اللجنة على أن تاريخ 22 نوفمبر 2007 هو تاريخ الإعلان الرسمي عن المبادرة، كما أعلنت عن حل لجنة المبادرة لتعوض ابتداءً من هذا التاريخ بلجنة دولية لمساندة ترشيح الرئيس بوتفليقة لجائزة نوبل، مؤكدة أن هذه اللجنة مفتوحة لكل الهيئات والشخصيات العالمية من سياسيين ومفكرين ومثقفين ومن محبي السلام في العالم. بل‮ ‬أن‮ ‬تختم‮ ‬بتوجيه‮ ‬نداء‮ ‬الى‮ ‬كل‮ ‬دعاة‮ ‬السلام‮ ‬للانضمام‮ ‬الى‮ ‬المبادرة‮ ‬ودعمها‮ ‬إنصافا‮ ‬للعدل‮ ‬والسلم‮ ‬في‮ ‬العالم‮.‬

Un groupe d'Algériens vivant à l'étranger représentant le Comité algérien en Europe ont présenté jeudi la candidature du président algérien Abdel Aziz Bouteflika, en tant que candidat pour le Prix Nobel de la paix 2008.
Les membres du comité ont choisi le Président algérien, pour un certain nombre de raisons parmi eux le role d'Alger à mettre fin au conflit sanglant entre l'Éthiopie et l'Érythrée. Aussi, le role diplomatique de Bouteflika à mettre fin à une longue guerre entre l'Iraq et l'Iran et enfin l'instauration de la paix et de la réconciliation pour la population algérienne.
Parmi la composante de ce comité figure le Dr Abdellatif Bettayeb vivant au Royaume-Unie, Djamel Benmabrouk et Tarek Chirouf de la Suisse, Nacer Sefta de la Hongrie et le Journaliste Algérien Mohamed Kerrouche.

ذكر وزير التجارة الهاشمي جعبوب أن هناك قوى إيديولوجية تحاول في كل مرة ضرب أي اتفاقية عالمية توقّع عليها الجزائر، وجعلها سببا في انهيار السوق الوطنية وبيع ثروات البلاد.اتهم الهاشمي جعبوب، وزير التجارة، خلال افتتاحه للقاء الوطني الأول للمصدّرين الجزائريين، من أسماهم بـ''الإيديولوجيين'' الذين يحاولون تسويد كل ما تقوم به الحكومة الجزائرية لفتح السوق الجزائرية، على غرار ما حدث مع دخول اتفاق الشراكة مع الاتحاد الأوروبي حيز التنفيذ، وما يقال عن عمل الجزائر للانضمام لمنظمة التجارة العالمية. وإن لم يذكر الوزير الأمينة العامة لحزب العمال لويزة حنون بالاسم، إلا أن كل من كان في القاعة فهم أن كلام الوزير موجه خصوصا لها، بسبب مواقفها المعروفة من اتفاق الشركة ومنظمة التجارة العالمية.وأكد جعبوب أن هذه الإيديولوجيات قد أثبتت خطأها وبعدها عن الحقيقة، لأن دخول اتفاق الشراكة مع الاتحاد الأوروبي في سبتمبر 2005 ''لم يكن سببا في انهيار الاقتصاد الوطني''. مشددا أن أثر الانضمام لمنظمة التجارة العالمية لن يكون له أثر سلبي. وفيما يتعلق بالصادرات خارج المحروقات أكد وزير التجارة، أمام المصدرين الجزائريين، خلال اللقاء الذي نظّم في مقر الوكالة الوطنية لترقية التجارة الخارجية بالجزائر العاصمة أمس، أنها تبقى بعيدة جدا عن الإمكانات التي تمتلكها الجزائر، حيث لم تتجاوز 2, 1 مليار دولار ''وهي لا تغطي نفقة استيراد الدواء ولا بودرة الحليب''.وموازاة مع تأكيده على أن الحكومة مستعدة لتقديم يد المساعدة للمصدّرين الجزائريين من أجل الوصول إلى 2 مليار دولار في سنة ,2010 دعا جعبوب المصدرين إلى وضع إستراتيجية وطنية لترقية الاستثمارات خارج المحروقات. وقد اغتنم عدد من المصدرين الفرصة لطرح انشغالاتهم والمشاكل التي يواجهونها خلال عملياتهم خاصة غياب الدعم المالي ومشاكل الجمارك. وأهم نقطة تطرّق لها المصدرون خاصة في مجال الفلاحة، هي تسهيل الحصول على الأراضي الفلاحية. وهي النقاط التي وعد الوزير بمناقشتها بعد أسبوع بالوزارة، أين دعا مجموعة من المصدرين لعقد لقاء ثان.

The Burmese authorities have a new enemy to hunt down—dogs which are roaming Rangoon with pictures of Than Shwe and other regime leaders around their necks.
A resident of Shwegondine, Bahan Township, told The Irrawaddy on Friday that she saw a group of four dogs with pictures of the regime’s top generals around their necks.
Sightings were also reported in four other Rangoon townships—Tharkayta, Dawbon, Hlaing Tharyar and South Okkalapa.

Some sources said the canine protest had started at least a week ago, and was keeping the authorities busy trying to catch the offending dogs. “They seem quite good at avoiding arrest,” laughed one resident.
Associating anybody with a dog is a very serious insult in Burma.
Spray-painters are also at work, daubing trains with the words “Killer Than Shwe” and other slogans.

De Menezes shooting: Police guilty of 'catastrophic errors'

Some 831 days after Jean Charles de Menezes was shot dead by police with seven bullets to the head, the first public declaration of blame was made when the Metropolitan Police was found guilty yesterday of making 19 catastrophic errors in the operation which led to his death.
The conviction of Britain's biggest police force at the Old Bailey for failing in its duty to ensure the safety of the public brought immediate calls for Sir Ian Blair, the Commissioner of the Metropolitan Police, to resign.

Mr de Menezes, a 27-year-old Brazilian electrician, was killed by armed officers on 22 July 2005, after he was mistaken for one of the men behind the failed suicide attacks on London Transport the day before. Despite two inquiries by the Independent Police Complaints Commission, no charges or disciplinary action has yet been brought against any of the officers involved.

At the dramatic conclusion of an unprecedented four-week trial, the force was convicted of committing a succession of mistakes during a surveillance operation on the block of flats in south London where Mr de Menezes lived.
The failed operation resulted in the Brazilian being allowed to board two buses and a Tube train despite pursuing officers believing that he could be Hussain Osman, one of four fugitive bombers who had lived in the same apartment block.

The court heard that during a six-hour period on 22 July, 19 key failings took place that included an "inexplicable" four-hour delay in sending a team from the CO19 firearms unit to support the surveillance team and a critical breakdown in communication in the "noisy and chaotic" control room which led to senior officers, led by "Gold Commander" Cressida Dick, wrongly believing that Mr de Menezes had been identified five times as Osman.
Mr Justice Henriques, the trial judge, said he accepted the botched operation was "very much an isolated breach brought about by quite extraordinary circumstances". In an unusual move, the jury added a rider to its verdict saying that Ms Dick, now a deputy assistant commissioner, bore "no personal culpability" for the failings that led to Mr de Menezes's death.
But the judge underlined that the Yard had fallen short to a "significant and meaningful extent" and significant aspects of its conduct remained unjustified: "One person died and many others placed in potential danger ... There was a serious failure of accurate communication which has not been explained."

The force was fined £175,000 and ordered to pay costs of £385,000 after it was found unanimously guilty of a single charge of breaching section 3(i) of the 1974 Health and Safety at Work Act, which requires all employers to do everything reasonable to protect the public from harm during their activities. The jury took less than five hours to reach its verdict.
The family of Mr de Menezes expressed fury at the conduct of the Yard and its lawyers during the trial, accusing the police of a "sickening" attempt to smear the Brazilian by suggesting his behaviour and personal life could have contributed to his death. The jury was told a post-mortem examination showed Mr de Menezes had taken cocaine – although it was highly unlikely the drug could have still been affecting him on the day of his death – and had a forged immigration stamp in his passport.

Ronald Thwaites QC, for the defence, said it was possible these factors explained why the Brazilian had allegedly behaved in an "aggressive and threatening manner" as armed police approached him in a London Underground train carriage. Police were also accused of manipulating a composite photograph of Mr de Menezes and Osman to make the two men look more alike. The claim was strongly denied.

Harriet Wistrich, the solicitor for the de Menezes family, called for a "full and fearless" inquest now to be held into the events of 22 July, insisting that evidence presented in the trial and available elsewhere justified the bringing of manslaughter charges against individual officers.
