بوتفليقة يعطي الضوء الأخضر لفتح السمعي البصري

يلتقي رئيس الجمهورية هذا الأحد مجددا، وزراء الحكومة في مجلس للوزراء يعد الثاني في أقل من أسبوعين، وذلك حتى يتم الفصل في الصيغ النهائية لما تبقى من قوانين الإصلاح السياسي، ويتعلق الأمر بمشروعي قانوني والجمعيات والإعلام، هذا الأخير الذي حمل مجموعة من المواد والإجراءات، تقضي بفتح مجال السمعي البصري والإعلام الثقيل أمام الخواص.

وحسب مصادر حكومية، فإن جدول أعمال مجلس الوزراء، سينظر في الصيغة النهائية لقانوني الإعلام والجمعيات، وحسب مصادرنا دائما، فإن مشروع قانون الإعلام حمل مواد ومجموعة من الإجراءات الكفيلة بضمان انفتاح أكبر للمجال الإعلامي وحرية الصحافة، سواء المكتوبة أو مجال السمعي البصري، فقد أسقط مشروع قانون الإعلام وصاية وزارة العدل في منح اعتمادات إصدار الصحف والجرائد، حيث يكتفي مشروع القانون بضرورة حصول الراغب في فتح جريدة على ترخيص فقط، توفره السلطة الوصية على القطاع أي وزارة الاتصال.
وفي نفس السياق انتهت الإرادة السياسية إلى ضرورة فتح مجال الإعلام الثقيل والصحافة المكتوبة، إذ سيتم بمصادقة مجلس الوزراء على مشروع قانون الإعلام وصدوره، السماح لكل راغب في خوض تجربة المجال السمعي البصري، الإلتزام بدفتر شروط سيحدده التنظيم في وقت لاحق، وبذلك تكون الجزائر قد تخلصت من عقدة غلق مجال الإعلام الثقيل، ووفرت فضاء أكبر للرأي والرأي المغاير، وكذا التحكم في المعلومة على الصعيد الدولي، وغلق المجال أمام بعض القنوات الفضائية، التي تنفخ أحيانا الروح في أخبار ميتة، أو لا أساس لها من الصحة، لتأليب الرأي العام، ولنا في العديد من التجارب أسوة، آخرها ما حدث مع الحملة الإعلامية التي طالت الجزائر، بالاستثمار في موقفها الرسمي من مجريات الأحداث في ليبيا.
في ذات السياق، سينظر مجلس الوزراء الذي يأتي في ظرف أسبوعين عن آخر مجلس للوزراء، يكون قد جمع الرئيس مع وزراء حكومته، مشروع قانون الجمعيات، الذي بعد مناقشته من قبل الحكومة أطاحت أراء الوزراء بمقترح بالهيئة الإستشارية الجديدة، التي تم اقتراحها في مشروع النص في نسخته التمهيدية، وفضلت الحكومة إبقاء المجال مفتوح أمام الجمعيات لتنظيم أنفسهم، دون فرض أي وصاية بعدية أو قبلية، وبذلك يكون قد سقط مقترح المجلس الوطني الأعلى للحركة الجمعوية من مشروع قانون الجمعيات، الذي كان يفترض أن يلحق لوزير الداخلية.
وكما سبق لـ "الشروق" أن أوردته في عدد سابق، فإن الجهاز التنفيذي يمنع صراحة على الجمعيات ربط علاقة مع الأحزاب السياسية، وجعل من هذا العامل أحد أسباب تعليق نشاط الجمعيات، إلى جانب منعها من تلقي هبات أو عطايا من قبل هيئات أجنبية، إلا بعد تمكين السلطات العمومية من فتح تحقيق في موارد هذه الأموال، ومدى توافق مبادئ هذه الهيئات مع أهداف الجمعية، وأحصى مشروع القانون 11 حالة تؤدي الى تعليق نشاط الجمعيات، كما وضعت الحكومة شروطا لاستفادة الجمعيات من إعانات الدولة، ووفرت لها هامشا للطعن لتفادي تعسف الإدارة، عندما جعلت القضاء الإداري ملاذا للراغبين في تأسيس جمعيات، ممن رفضت الإدارة اعتمادهم، كما تم لأول مرة اعتماد اللامركزية في اعتماد الجمعيات، ولم يأت النص خاليا من العقوبات لمخترقي مواده.
مجلس الوزراء المزمع الأحد سيأتي في أعقاب مجلس للحكومة، مقررا اليوم، لوضع اللمسات الأخيرة على القانونين.

When the Emir of Qatar flew to see President Abdelaziz Bouteflika of Algeria early this summer, he had one message to convey: don't help the Gaddafi regime. In other words, don't replace the dictator's Nato-destroyed armour with identical tanks and personnel carriers from the Algerian army. Word has it – meaning very good Arab military sources say – that Mr Bouteflika, almost as much a façade for the military authorities in Algeria as Mr Assad is for the Baath party in Damascus, gave all the necessary promises and then broke them. An awful lot of Gaddafi's Russian-made desert armour appears to be new; it didn't get its spotless shine after rotting in the desert for the past five years.


Qatar's role in the Libyan conflict remains one of the untold stories of the war – there were Qatari flags waved in Martyrs' Square in Tripoli last week – but so does Algeria's. Arabs were not surprised that so many of Gaddafi's family turned up in Algeria this week. For years, the Algerians have supported Gaddafi's independent – albeit crazed – policies because their own history has taught them to never accept orders from abroad. The moment the French – occupiers, colonisers and persecutors of Algeria for 132 years – bombed Libya, the Gaddafi regime's struggle to survive became a re-enactment of the Algerian FLN's 1954-62 battle for freedom against French rule. If the Libyans have been deprived of serious school history books for more than four decades, they know their country's travails all too well. For the Fezzan, the stony deserts and mountains south of the coastal cities, was occupied by French troops long after the Second World War to protect the frontier of Algeria – then still part of the French empire. The arid frontier between Libya and Algeria has been a smugglers' trail for centuries. Carrying the Gaddafi family into exile was not a major military operation.

Indeed, it was typical of the Algerian foreign ministry to announce the presence of the Gaddafi family on Algerian soil. Algerians like to show the West – especially the French – their freedom, the sacred trust of Algerian nationhood, damaged in the Islamist 1990-98 uprising, is not going to be traded for Western favours.

Pétrole : l’accord secret entre le CNT et la France


Dans une lettre que s’est procurée «Libération», les rebelles promettent d’accorder 35% du brut libyen aux Français.

La morale politique n’a rien à faire avec les affaires. C’est, en substance, ce que répète le gouvernement français depuis le 19 mars, jour du lancement de l’opération militaire contre les troupes du colonel Kadhafi. Paris n’a qu’un seul objectif : «Venir en aide à un peuple en danger de mort […] au nom de la conscience universelle qui ne peut tolérer de tels crimes, déclare Nicolas Sarkozy lors d’un discours à l’Elysée, le 19 mars. Nous le faisons pour protéger la population civile de la folie meurtrière d’un régime qui, en assassinant son propre peuple, a perdu toute légitimité.» N’empêche, les entreprises pétrolières françaises pourraient largement profiter de cette campagne militaire. C’est en tout cas ce qui est écrit noir sur blanc dans un document que Libération s’est procuré. Texte signé par le Conseil national de transition (CNT), autorité de transition créée par les rebelles libyens.


Certes, il était de notoriété publique que les pays les plus engagés auprès des insurgés seraient les mieux considérés par le CNT le jour venu, notamment en nombre de contrats pétroliers sonnants et trébuchants. Mais ce document montre clairement que des engagements chiffrés ont été donnés il y a déjà plusieurs mois.

«Soutien total». Nous sommes le 3 avril. Dix-sept jours se sont écoulés depuis l’adoption de la résolution 1973 au Conseil de sécurité de l’ONU, où la France a joué un rôle déterminant pour venir en aide aux insurgés. Ce 3 avril, le CNT signe donc une lettre (reproduite ci-dessus) dans laquelle il est précisé : «[…] S’agissant de l’accord sur le pétrole passé avec la France en échange de la reconnaissance de notre Conseil, lors du sommet de Londres, comme représentant légitime de la Libye, nous avons délégué le frère Mahmoud [Shammam, ministre en charge des médias au CNT, ndlr] pour signer cet accord attribuant 35% du total du pétrole brut aux Français en échange du soutien total et permanent à notre Conseil.» A qui s’adresse cette missive ? Au cabinet de l’émir du Qatar. Et pour cause, ce pays sert depuis le début du soulèvement d’intermédiaire entre la France et le CNT. Avec copie au secrétaire général de la Ligue arabe, Amr Moussa.

«Rétribution». Cette lettre aurait-elle de quoi accréditer la thèse des islamistes, qui n’ont eu de cesse de répéter que cette guerre n’avait d’autre but que de faire main basse sur les ressources pétrolières du pays, dont les réserves frôlent les 44 milliards de barils, les premières du continent africain ? «Absolument pas, s’emporte Mathieu Guidère, professeur des universités et spécialiste du monde arabe. C’est ignorer la culture libyenne. Ce peuple n’est pas pauvre, il ne tend pas la main, car il a conscience de sa richesse. Pour les membres du CNT, cet accord n’est que la juste rétribution, au sens culturel du terme, du soutien offert par la France et confirmé par le large vote des parlementaires français.» Contacté, le Quai d’Orsay a expliqué qu’il n’avait «pas connaissance d’un tel document». Une chose semble évidente : l’application de cet accord dépendra du nouveau bureau du CNT, élu le 8 août…

غنمّت فرنسا ما حجمه 35 بالمائة من النفط الليبي الخام على شكل عقود تسويق البترول، وذلك مقابل دعم فرنسا للمجلس الوطني الانتقالي الليبي ضد العقيد معمر القذّافي، حيث كانت فرنسا من أول المعترفين بـ"الانتقالي"، وقادت قوات حلف الأطلسي "الناتو" لضرب معاقل النظام القذافي ومواقع إستراتيجية كان يتحصن بها العقيد القذافي بالعاصمة طرابلس.

وقد كشفت الصحيفة الفرنسية " ليبيراسيون" عن مضمون الاتفاق السري، بين السلطات الفرنسية والمجلس الوطني الانتقالي الليبي، حيث نشرت "ليبراسيون" أمس، رسالة قالت إنها موقعة من المجلس الوطني الانتقالي الليبي يتعهد فيها بحصول فرنسا على 35 بالمائة من عقود النفط الليبي الخام مقابل دعمها له.
وجاء في نص الرسالة الموقعة، في3 أفريل أي بعد 17 يوما من تبني قرار الأمم المتحدة رقم 1973، أنه "بناء على الاتفاق حول النفط مع فرنسا مقابل الاعتراف بمجلسنا خلال قمة لندن كممثل شرعي لليبيا، انتدبنا أخانا محمود شمام الوزير المسؤول عن الإعلام في المجلس الوطني الانتقالي للتوقيع على هذا الاتفاق الذي يعطي 35 بالمائة من إجمالي النفط الخام للفرنسيين مقابل الدعم الكامل والدائم لمجلسنا".
ومن جهته، نفى وزير الخارجية الفرنسي، ألان جوبيه، في مقابلة إذاعية أن يكون على علم بالرسالة، وذلك تزامنا مع انعقاد ندوة دولية بباريس بعنوان "أصدقاء ليبيا".
ويشار إلى أن بترول ليبيا يعتبر من أجود نوعية، كما أن استخراج النفط من أعماق أرض ليبيا أسهل بكثير مقارنة بباقي آبار النفط التي تحوز عليها باقي الدول المصدرة للبترول، وهو ما يجعل "غنيمة" النفط الليبي تغري الدول المصنعة للتسابق نحوه، خاصة وأن الأزمة الاقتصادية لا تزال تهيمن على دول جنوب أوروبا، بما فيها فرنسا.
